Running game on a 1080TI with i7-8700K CPU @ 3.70GHz. 32" monitor although this is my current bottleneck. Runs in 2k resolution. Game runs smooth as butter at max settings. I made some adjustments on Y axis and bumped my mouse sensitivity by 1+1 until the visual and gaming experience became superb. Keep in mind that the heal consumes are a drug and taking too much can alter the visual experience. 
I just dont really see anything lesser is going to cut the high end graphical details within the city. The tech inside the box is kinda fun and there very much is a sandbox to play in. If you are in it to fight and slay things Id be interested to know what the lower end specs are that can keep up with the combat pacing.
