video card 1060 6 gb.
at low or high graphics settings 15-25 fps, the drivers are updated, the windows are updated, while the processor is loaded at 100%, and the video card is at 10-15%, what should I do? (a friend's i5 4670 video card rx570 works stably at 60 fps) where to dig? what to do?

Other suggestions: disable all overlay features (Fraps, Discord, Uplay...). I'd also close every non-essential background application (including GeForce experience), just in case something else is slowing things down or interfering with the performance.

You could also try to force a higher GPU performance in Windows: System -> Display -> Graphics settings: with these graphics performance preferences from Windows you can select the Cyberpunk2077.exe and set the graphic settings for it to high performance. But I don't know if it helps in your case.
