I encountered this problem myself and discovered there was no solution online. Or rather, there are many solutions, but they don't help anyone, including me.
Through trial and error, I finally solved the problem.
The problem was that the NVidia RR Denoiser used in version 2.31 was not fully compatible with DLSS 3.5 (and also with 4.0). The best solution would be to replace nvngx_dlssd.dll (\Cyberpunk 2077\bin\x64) with the latest version, for example, from here: https://www.techpowerup.com/download/nvidia-dlss-3-ray-reconstruction-dll/
For me, this not only solved my problem, but also improved performance and graphics quality.
