Just an interesting thought for a possible new feature.

You have a vehicle and you leave it somewhere. After 12 in game hours if you have not returned to the vehicle, you get a text message notifying you that someone is tampering with the vehicle electronics and has deactivated the vehicle summon feature.

If you return to your vehicle within one in-game hour, you find that three or four members of the local gang are standing around your vehicle like they are going to steal it so you have to take it from them or kill them.

If you take longer than one in-game hour to return to the vehicle, then you receive a message stating that GPS on your vehicle has been deactivated and your vehicle has been stolen. You then lose your vehicle.

After 24 to 72 in-game hours, you receive a text message from the ncpd stating they have recovered your stolen vehicle and you can go to the ncpd police station (The one that has a back parking area) to recover the vehicle.

Once you go to the back parking area you have to acquire the keys from a guard. There's some sarcastic back and forth dialogue and the guard says you have to pay the search and recovery fee of a thousand eddies. And then you go to get your keys but the guard then says not so fast you also have to pay the impound storage fee which is 1,000 eddies for every 24-hour period from the time you received the text message. So if you waited 3 Days to recover your vehicle you have to pay $3,000 eddies.

Of course the exception to this would be if you park your vehicle in the h10 parking ramp. Then the vehicles wouldn't be stolen and they also wouldn't despawn or show a vehicle icon on the map.
 
Sounds like a pain in the neck both from a gameplay standpoint, and programming. Also, why involve the cops? It would make more sense for someone like V to put the word out to fixers, and once he knows where the thieves are, gun 'em down and take back what's theirs, and anything else the gonks have.
