30 fps lock, from time to time - restart needed [of computer] to fix it

Hi there guys,

Since the latest update [1.08.03 or something] I get this issue with newest nvidia drivers. GTX 980 Ti. Game stays locked on 30 fps [no setting changes in game helps, nor forcing 60 fps via control panel, nothing]. The only thing that helps is restart. It happens plus minus each 3-4th time I start the game.

Please fix it for the next patch,

Wulfric5 - so uh, You think it's a driver issue, not the update issue?

I don't think it's a driver issue. Are you saying this is a 30 FPS limit based on an FPS counter? Meaning, are you certain of what your FPS are, or are you simply noticing a decrease in FPS?

This could be a timing issue between your Vsync and Refresh Rate. Try lowering your refresh to 60. Disable/enable Adaptive Refresh Rate in your Nvidia Control Panel; see if that effects things.

Are you using any mods? There should be no way the game is automatically applying an arbitrary frame limit, but that could be a side-effect of SweetFX, ENBs, or programs like Nvidia Inspector.

- I'm always using MSi AfterBurner, and I see the exact framerate
- I tried turning on/off the vsync inside the control panel, global, and individual for Witcher 3
- I tried turning on/off vsync ingame totally
- I tried limiting frames to "unlimited", 30/60 fps
- I don't use no mods whatsoever
- I don't use any pirated software whatsoever [all legal, Windows, Office, utilities.]
- I don't use any registry modifying software

In general, it started happening after I went from Windows 8.1 to Windows 10, and and updated Witcher to 1.8.3 or what is the newest version. The only thing that helps is system restart. System logoff is ineffective. Game restart is ineffective. Changing resolution, detail levels, or anything at all is ineffective,

This sounds like it's probably being caused by a Windows 10 "...feature..."

I would hit the tech sites and research similar problems with Windows 10. Don't limit your search to just TW3. There is nothing that I can think of that would override a frame cap except for some sort of "new functionality" with either an OS or an API.

EDIT: Oh! Or a program like MSI Afterburner, NVInspector, RivaTuner, etc. Try disabling it and running the game straight through the drivers.

SigilFey - so far it didn't do the 30 fps lock, so I didn't have a chance to test it. I play it like 20 mins/day, coz of work :/
