If I'm right, it's intended (I need to search, but I believe someone confirmed it). I have a hard time to believe that is a bug, knowing that in happen on PS4 and XB1 in the exact same way.Just can't fathom why they did it like this. This dev-team's policy has always been that if a game asset doesn't work for whatever reason, it is suppose to be cut off. Now all of a sudden they decided to let this one through. Puzzling...

But "maybe" (and I say "maybe"), they added the whole iguana "thing" on all platforms but unfortunately, when the egg hatched on PS4/XB1, you were losting 5 FPS in the apartment... Knowing that you have 30FPS at max on XB1/PS4, it's a fair amount. So these 5 FPS, they probably search to gain them somewhere else, but were unable to do it at time. So while waiting the next update, they simply remove the "timer".
I'm sure that they still working to improve optimize the game on PS4/XB1, so I suppose it won't be a problem in the next update
I found the post, and the bowl to hatch the egg don't spawn on XB1/PS4 (which does not change much in the end^^)

According to quest director Paweł Sasko on one of his many Twitch streams, the ability to hatch the egg is unfortunately not possible on PS4/Xbox One platforms due to memory limitations.
