Omitting "I'm", as in "So sorry," is flippant and implies "No not really."

Similar to the old "I'm sorry, but ...", which stands for [insert expected apology here] but [insert excuse meaning I am NOT sorry].

yes, well, sometimes a repetive answer doesn't have the same reply... it depends to whom you're apologizing

Also "I'm sorry" can mean many and vastly different things depending on intonation. That's the fun in language, it's so intensely symbolic.
