No, it's not a bug. You need to access his shop as normally and you can get the tatoo implant for free, it's for hand/arm IIRC

Same problem. I am there and he has the quest marker, but the tattoos do not exist in his inventory.

At least you can get inside of his shop during that quest. When I walk up to the door, there's no option to open it.

there are 2 items on the arm/hands that you need to pick if I remember correctly but the game doesn't really tell you.

I can't even get into the shop. There's no interaction with any of the doors on the building.

I can see the quest marker through the walls, indicating that I need to talk to him, but there's no way to get in there.

I can enter the shop, but there are no tattoos.
Do you actually have to buy OR buy and wear them to finish the quest?
Just wondering, maybe I bought them but actually never used them and sold them... some time ago since I "finished" this quest.
