Will Geralt be able to eventually wander freely around in Loc Muinne or does he need to be careful of bumping into the numerous troops and patrols?
I'm at the part where I need to find Phillipa.

Yes, he will always have to remain on guard against the guards and troops.

Thanks. It wasn't as difficult to move around as I had feared. Geralt was able to more or less wander around freely, even in plain sight, so long as he didn't get too close to guards (conveniently marked red dots on the mini map).
Time to finish up Witcher 2 for good, then onwards to my replay of Witcher 3!
