[ACT III] Wanted Quest

The part of the quest I can't do was started in Act II but for some reason I can't finish it in Act III, the problem is I need to give Declan Leuvaarden 3 brooches, but I have no option/dialogue to give him the brooches. The map suggests he is still in the docks but he is in trade quarter in new Narakort inn. I have checked and I have had 3 in my inventory when speaking him but to no avail I can't see the option. Also if this cannot be fixed or it's not a stupid mistake by myself is this quest vital to the story?

After you hear about the badges go to the inn(the hairy bear) and drink with the messenger that works for lauveerdan,then go and give the badges

A little bit late, but... I don't think it is vital to the story man, this is one of the way that you find ou about Leuvaaren's inocence, but when you find out about the real culprit's identity, you kinda knows that Declan is inocent aswell =P. Can't quite remember if there is any significant consequences for not doing this quest, since the main story quests that involve Leuvaarden are given to you by triss, even if you didn't finish this one.
