I was able to get my refund after 25 hours playtime. I suggest if you're having any technical issues and you're above the 2 hour mark try refunding to your steam wallet and explaining your situation. I believe they are being lenient due to the circumstances. I hope enough refunds will get the message through to the higher ups.
