AI Improvements

Is this a lost cause? We're approaching the year mark and NPC and traffic AI is still basically non-existent... are we going to get a fix?
This is one of the most glaring issues of this game.

Maybe not a "lost cause", like explain in the stream just before the 1.3 release, it will be made by steps.
Traffic AI is already a little bit better than pre 1.3, so wait & see (and maybe hope)
