I don't think anyone will deny that the game could be better, or that there aren't things that need to be fixed, but if you're in a position that your own actions are causing you to not have fun, then you need to learn to practice some restraint. One of the major aspects of open world games is finding your own fun. That however also means that I have to fix the game for the devs with my actions, because they weren't able to balance it properly.
There are so many other ways to 'cheese' combat, like the Hammer of Bonk I found, that can just one-shot every enemy from stealth, which then counts as a silent stealth kill. You can even do the same to whole groups with grenades, if your grenade damage is just high enough to one-shot the mobs. At a certain point the game becomes kinda comical with all the unbalanced and broken parts.
There are dozens of games that I have played to death and know practically everything about it. Fallout 2, for example; I know I can grab advanced power armor within 10 minutes of starting the game if I really want to, but I don't, because I don't find that fun. Do I run all the way to San Francisco because I know where it is, or do I force myself to follow a path where I must talk to an NPC that reveals a location first, often through a random encounter that I may or may not get? I know how to cheese the game, I just don't don't do it when I want to enjoy the game in a certain way.
