I saw a bunch of videos where there are cutscenes where Saul appears when the cutscene has nothing to do with him, or is before he is even introduced (like Act 1, prologue, etc.)

Its a mod where you can spawn in characters

You can glitch Saul to be your "companion" in the Riders of the Storm side-job. He teleports everywhere with you, and that sandstorm wind you get in the side-job? Yeah, it's active throughout the entire game.
