Application was unable to start correctly

Ive tried just about every fix on this forum for the the stupid (0xc0000142) problem . Uninstalled and reinstalled .NET Framework 4, i uninstalled every toolbar i could find, and I dont have Lucidlogix, Kaspersky security, or Adobe Acrobat installed.... What do i do next? Can someone please help me?
