I have discovered that clothing items in boxes that are epic at low levels will spawn as legendary at high level. For example:
My character I sent to hunt down outfits at low level so I could play dressed as I wanted to be:
Blooming Amber Bandana -- Epic, reloaded my game in front of the box 15+ times, always epic
Elegant Nanoweave Yukata -- Epic, reloaded my game multiple times, always epic
But my character who found them at higher level, both items are legendary with max slots (3 and 4 respectively).
So, with that said, does anyone have a list of every item that spawns legendary based on the level at which you loot it? There must be a ton of items in this boat.
