At this point, I think CDPR's best bet with the game is to attempt to turn it into a big budget Yakuza.

Since it’s highly unlikely that CDPR will revamp the AI in the game (due to the fact that the issues potentially stem from the RED engine itself) I think their best bet is to attempt to implement as much interactivity in the world outside of that in order to distract from those honestly woeful systems. Gambling, arcade games, being able to sit at restaurants and bars, more viable sex workers, maybe some more special NPCs scattered around that we can have short conversations with (like the two at the beginning of the Street Kid prologue outside the Coyote), and, obviously, add barbers, tattooists and plastic surgeons (with new options).

Just turn the game into a big budget, AAA Yakuza type experience. I think it could be a viable strategy, especially considering the NPC AI in the game is essentially on par with the NPC AI in Yakuza.

The fact that the game is about as in depth of an RPG as The Witcher 3 (especially in terms of defining your character) I think is something people will have to accept at this point in order to enjoy the game, because I don't foresee that being changed at all considering it would require complete rewrites of the main story and various side quests, on top of having to have new dialogue recorded which would involve having to bring in voice actors again (and not just the English speaking ones, but the actors in EVERY language that the game was dubbed in).

On top of that, tweak and rebalance combat, rework crafting so it isn't so broken, add things like the ability for cyberware to be more visible on our characters, eliminate stats on clothing, add various QoL features, revamp the UI and inventory, and then present all of this as essentially a Witcher 2 esque "Enhanced/Definitive Edition", possibly to coincide with the next-get upgrade (and of course, a free upgrade for people on PC).

I feel like this could at least salvage a lot of people's perception of the game, maybe not totally, and maybe not initially, but I do think eventually people will accept it to some degree if these sorts of features are added and things are reworked and tweaked.

EDIT: Oh yeah, and apartment customization of course would be great.
