if you dont know cyperpunk 2020 was a fun and challenging game because it never used a traditional leveling system that rpgs are fond of it was done buy skill level with more skill challenges than average

the logic behind this is that if you are a hardcore solo (a mercenary solider ) who has spent years mastering gun combat among others in a straight up fire fight with a gang banger who only got his pistol yesterday

you win because your skill with guns is better

but due to environment and such you can also lose
when a gang banger sneaks up behind a solo no matter what the solos gun skill the gang banger gets a flanking and a surprise attack bonus like in real life situation like how a trained cop or solider can be killed buy untrained fighters
the game cp2020 encourages tactics and skill in cp2020 your more likely to win a fight by knowing and using you environment
in short your skill level only helps luck (in the form of weapon misfires and fumbles) environment (in the form of cover and flanking) can and usually do matter as much as skill level

read the cyberpunk 2020 rule books cause that is apparently the rule set they want to use for 2077 you can find copy's on the net in websites like cyberpunkasia

One thing I've yet to see a computer game model well is "experience/morale".

Let's take a look at a real-world example.

St Nazaire Raid or Operation Chariot - March 1942
622 commandos sailed 8 km up an estuary past 5 or 6 gun/AA batteries, destroyed their target, and 228 made it home (another 215 became POWs).
The defenders numbered about 5,000 well trained, well armed, well led German troops in the immediate area.

I've yet to see any game that could replicate this sort of real life operation.
