I don't think it's a contest. Judy is the best, hands down, but it's not so much that I think it's because she's well written or anything, it's just that she has much more of a story behind it and even some small interactions afterwards. The others don't, which is a real shame. Like I've said before; romances that end after you "get sum" are really kind of lame to me. It really should be the middle point of the relationship, and there should be so much more after it to flesh it out. You could even say it gives the wrong idea of what a relationship is or should be... like all that matters is having sex, get your nookie achievement and then go about your business with no further interactions. I've said before what other kind of content I would like to see after sex, but I doubt it will be changed at this point - I would be pleasantly surprised if CDPR went back and did more or changed anything with them.
If so I vote for Claire for Male V. I didn't romance anyone. But Claire was just so chill and an awesome character.
None of them. Even Judy, who everyone seems to love so much, is an option I would only choose if I didn't have someone else. And so it is. As a hetero female V, I only have River.
The thing is: I don't like Judy. I don't like the way she looks, I don't like the way she acts. This Evelyn stuff ... holy moly! Judy was annoying. I wanted so much to shut her up. And while it is always all about herself and her own stuff, she is absolutely superficial when you told her about your own (big!) problems. Corrosive person. But at least her storyline is a little bit longer and more intense.
River: I think River looks pretty good and he's a nice person. But his place in the world of CP looks like they cut away everything that was somehow possible. Everything that could have been good: Cut. It's just missing. And so the relationship with River remains shallow forever.

I have no words to express how much and how disappointing Cyberpunk is about everything, including 'romances' ... which are summed up in some mediocre scenes, elaborated in a mediocre way, supported by a mediocre idea.
I have never seen, in all these years, something thought, literally, to go wrong as it exists in Cyberpunk.
Talking about 'romance' in the game, current state, and I don't mean performance or any bugs in a mechanism that in itself is deplorable (that's easy to get around) ... when that - romance - boils down to a few scenes and lines of empty dialogues ... even offend.
It is impossible to talk about 'choices', in a game that gives no choice, for nothing, including romances. One or linear stories ... go in a straight line ... something you know where it will inevitably result. Penis size (a game that sums up 'choices' to that, although you can't see it in game either ... laughs or the reason for that) ... and they only interfere between a few rare characters (and I don't mean size here and yes, sexual option) ... Such 'free choice, as seen mentioning a trillion times in interviews and stories about the game, was mere fiction in the words of those responsible for the CDPR.

Panam or Judy probably has the best romance given the storyline and all that, but I liked River the best. He felt more genuine in his dialogue up until he disappears after the end of the relationship quests. I thought he was sweet and the saved recipe on his computer after he cooks was adorable. I hope they put some work into the relationship section of the game so he does a bit more than sit on his porch 24/7 and hang up on me when I call.

All the romances seem unfinished and underdeveloped, like everything else in the game apart from the main story and the city itself. (Still a great game though at the end of the day - but the thing needed at least another year in development. By a full team of dedicated devs, not five interns whose jobs it usually is to make coffee and get sandwiches.)
That being said Judy is my favorite. The little messages she sends you after romancing her are adorable. Wish there were more of those, and more romance content in general.

I'm a straight female - but voted for Panam. Out of all of the romance options in-game, she seems to have the most developed arc, and actually builds a decent relationship with V. Judy...kind of does too, but I just can't connect to her character.
River's romance is just...squick. Two quests and then I'm getting pressure from him; his sister and even two kids to join the family. No thanks, CDPR. Its just not my cup of tea. There are about five other characters in-game that I'd have preferred over River.

So far I've romanced Panam and Judy. I thought both were pretty solid during the courtship stage, Judy has a lot more emotional development and Panam's is just fun. I picked Panam because she can be somewhat involved in the story once romanced, and because there's the most potential for fleshing it out with patches. Some rondomly generated repeatable "date" missions where we go hit an Arasoka building, Wraith hideout, Militech convoy to get something the camp wants or needs would be fun and potentially increase the feel of being at home in the Aldecaldos camp.
It's really odd that you can court characters that will not be interested in you with the same conversation options that someone of the desired gender would get, River gets pretty awkward with male V and it just feels a bit lazy(rushed) on their end.
The fact that they all drop off the face of the Earth from the time you decide to get serious to the end of the game kinda ruins it for me, aside from the sex scene there really is no difference who you romance at all. There needs to be meat added to this bone or the system will always feel anemic.

For this world, this city, where u can customize yourself and the society is obviously more sexualized, i guess it would fit if your V could see with the kiroshi which sexual orientation the other citizens have. Like:
"Oh, okay, this chrom this dude bought looks cool and well he's bisexuall."
Like in watchdogs where you can hack NPCs and find out some (random) information about them.
But in that case i would like to have more characters for romances and interacting beside Kerry, River, Panam and Judy.
