blank screen on startup after the intro video ends or is skipped

is anyone else having this issue where after you start the game and after the "good morning night city" video has ended or skipped this blank screen instantly loads and doesn't go away. possible solution? has happened multiple times. this only started after i installed the latest update

windows 10
rtx 2070 super with latest drivers.
