So...what Blizzard potion actually do?
I read that increase relfexes...but I don't see any differences after drink it.
 
Nah it works but unlike other games which also slow you down, here you are not slowed at all, but your enemies are most definitely slower after you use it.
 
I thought Geralt was just faster

Yes he is XD which appears in slower enemies XD hahahhah
obviously

Blizzard potion makes Geralts reflexes superior with makes and effect
that the world around you slows down ;) (TW1 had a whirling "bubble" around GeraltI)
and even stronger effect of this .... similar to heliotrop in TW2

I will try again, but when I used I didn't experience any kind of change in the enemies speed.
Although I would much have liked more a faster Geralt instead.

You are right and if you upgraded to enhanced or superior the effect is more visible . I tested at the fiend from the crones .
 
So basically it works like Yrden except enemies don't have to stand in a circle? That's actually really good.

Pretty much. It is hard to realize as there is no blurriness on screen or anything. I actually like it, Here try it have a blizzard, kill a guy and see how slowly his body drops.
