Even on the highest setting, local shadows appear extremely blocky.

It is strange and not entirely clear what it depends on. Other local shadows look fine, but sometimes there are shadows like this. Nextgen shadow. :)

It might also have something to do with how the shadows are being filtered. In other cases with similar streetlights, I noticed that the edges of the shadows were much softer in appearance, and the edges were not noticeable (shadows were being properly filtered). Definitely a bug. Shadows in the images that I posted, and the one above from fedos1988, are clearly not being filtered properly.
