Why do you say they have 0 performance impact? Looking at Footprints or EBT (Enhanced Blood Textures) in Skyrim for example, they are tricky to get right, require cleanup to prevent save game bloat and increase the "weight" of scripting to install and mange them and (especially when done in higher res) can start having serious VRAM impacts. Now maybe CDPR's engine will be much better and avoid all these issues, but that's not obvious. Don;t get me wrong, I'd like to see these effects and many others in the game, but these things can have a serious performance impact and getting around the impact can take some seriously clever development work.
I can easily imagine there are some features which had to be (temporarily I hope) removed to make the game stable and playable on the machines they spec'ed it for. Ideally these will be added back in (either before release or in an update) as the developers can spend the time to optimize them so that the game is stable and playable at a decent frame-rate with them in. If not, perhaps some clever modder (not working under a deadline and a budget) will figure out a way to do so.
But to say that features like this have 0 performance impact doesn't seem right at all.

That should be a pretty quick fix for some moderately talented graphic artist to fix in a mod if the engine is correctly placing the decals themselves.
I really, really hope you are right. If this gets adressed all they is left to fix is that really unfinished looking meditation screen. You're talking about blood puddles, this topic is focused only on blood decals which result from hitting enemies (hence the therm blood splatter), not killing them.Well, the blood splatter at 4:20 is not there at first because the guy just got slashed open.. it takes a few seconds for the blood to pool out from underneathe their body.
I've watched a good number of gameplay videos. I've seen in some that there is blood splatter that remains on the ground when it comes to monsters/animals. Especially wolves.Pease just bring it back, it cannot be very demanding on hardware, pleeeassee :-[
Might've been fixed, but so far on every gameplay humans or drowners still don't have blood decals coming out of them during a hit.A few pages ago people were speculating the blood decals coming from wolves but not humanoids was a bug, have we ruled that out yet? It's possible those things were fixed before it went gold. So all there is to do is to wait, imo, or see if anyone can be bothered letting us know.
