The reason for this is because....
You can choose to go carnage on people or incapacitate them by "setting them on fire" for instance.
This is mostly self regulated by the media industry. Laws don't really touch on this to much in the United States at least.
You should be able to choose to see them titties or not if you so desire.

Not pitchforks, handcuffs. The former is only really regulated by the media industry while the latter is regulated by laws. Most gamers I would wager don't care if there are titties, as you put it, or not all that much but the law really does care who is seeing them.
Add those BD's in any form or fashion you like. Just keep it optional and not mandatory. Reason is that you could go through the game without killing anyone and that is an option too.
The problem with this is that if CDPR where to add BDs that where considered "porn" no one under the age of 18 (in the United States at least) would be able to touch this game, doesn't even matter if they never use the BDs, with out fear of getting in legal trouble or getting whoever gave them the game in legal trouble. Even a remote chance of a minor playing the game if it had this kind of content in it is why CDPR will never add porn BDs to CP. Now it is possible, as said in previous posts in this thread, for CDPR to add erotic BDs that don't cross the line into porn but it is a very fine line so I doubt they will risk it.
Besides modders will do it eventually so don't worry you will have your porn BDs at some point in the future.
Now don't get me wrong I get where you are coming from. A 15 year old can blow digital peoples limbs off but they can't see more then X amount of titty. Looked at objectively it doesn't make a lot of sense but the reason for this is, like I said, one is regulated by law and the other isn't. Though there has been some push in the United States at least to make is so any games with any amount violence or sexual content are illegal to be bought/played by minors. So M rated would become 18+ basically. But they haven't been very successful thus far.
