Can you get the Temerian DLC armor from another merchant?

I would guess Drowners killed him during the Twisted Firestarter quest.

Yes on ps4 with 1.04, bram the merchant return alive. When I arrive (by horse not from the nearest tp) he fell like he use to but right after stand on his foot. So happy ^^
