[Bug] A quest wont activate

The one in question is the one in Velen about those kids stealing the hens I click on her over & over but it doesnt activate anyone else having this problem I never had this issue until the latest patch.

I had this on my first playthrough where i went past her and later i couldnt activate the quest
So at my second play through when the "!" popped up on map i listened to what she says, then when she finished talking i started talking to her and it worked

So is missions that cant be done acceptable I hope not I would hate to have to start my NG+ PT over.I hope these issues get resolved inthe next patch.
