Cyberpsycho sighting: the wasteland triggers one quest too early on Panam's quest line. It become available after the quest "Life During Wartime" but makes references to V freeing Saul which happens while completing the quest, "Riders of the Storm".
In the text exchanges between V and Dakota V says that the Cyberpsycho was "an Aldocaldo buddy of a prisoner I just rescued from the same outfit". Dakota goes on to describe talk about Euralio Alma being tortured to put pressure on Saul before being separated from him.
All in all, it looks like there's a glitch in the trigger for this mission, making it appear before it's supposed to.
