Still the same Issue on PS4. Tried every mentioned solution... don't want to start from scratch

-> would it be possible to implement a hotfix. as example that it would be possible to trigger condition checks for startet quests by using the phone and calling regina / the questigiver?

lol, for a second short circuited and read Regina Jones - bug fixer. But no, she's just a bugger herself and a pain in the a55, mostly.
But it does sound like some sort of race condition issue there never encountered on PC, though. Congratulations on breaking Regina. (I hope they'll fix that! )

Fixing phone call bug

I was stuck in a Wakako phone call for 3 months now, I gave up the game during my first playthrough, 70 hours in, maybe half way through. Wakako would call me up, appear in a video call at the top left, and not speak at all. For the game "I was in a phone call", so most actions would not work...
