[BUG] Game Slowed Down For No Reason

Yesterday i was playing all fine and perfect. Today i opened up and loaded my last save. Game seemed to slow down, like in a constant slow-motion sequence. I have no idea why. I don't use mods. I did nothing to change the game. I have been playing for a couple of weeks now with no such problem. It is not a fps drop down. The game seems to move characters and animations and everything in slow-mo. When there is a dialogue, characters sounds are normal, but their talking animation is slow-mo, and chatting takes 10 times longer because the game waits for lip animations to finish up.

Tried to tinker with graphics settings to no avail. Nothing changes, nothing fixes it. Tried to load older saves, it is the same with them. Please help!

Just a small addition, seems like some posted a video of the bug for ps4, i have the same with PC: https://www.youtube.com/watch?v=sFZIq2PGc-Y

I am putting forth a reply here so anyone who might have the same problem can find out what happened next. I just restarted my computer half an hour later and everything was back to normal. I have no idea why this occured but i am happy to be back to normal. Sorry for any inconvenience this post may have caused, and for anyone that might have the same problem: try restarting your computer.

do you have reboot your computer?

are you running an overclock on your CPU? I had a similar problem where the main character was always moving too fast, like he was on fast forward. Setting my cpu speed to default, fixes the speed issue for me. I used SetFSB for the overclock.
