BUG?: Gwent 2 Random Cards Not Given - final 2 new merchants played don't give any cards!

As far as I can tell I only have 2 cards left to get which are supposed ot be randomly given playing NPCs. Specifically Villentretenmeth and one more card. Also as far as I can tell there is 2 merchants/NPCs I was left to play - herbalist in distress in Skellige and the mage in the crematorium near Novigrad. However when I played them I only receive the money - no random item, no card - nothing else.
This is my last achievement in the game and I have gone through 2 games now - once normal and once deathmarch collecting cards as I went both times and i have never ever received the Villentretenmeth in either of these games and now I am at the same point in both where I can't complete my card collection and while I enjoyed deathmarch I don't feel right now like going through a 3rd playthrough just to get cards I may never manage to get.
Also is it even possible to get all the cards in the game? I understand there is 190ish cards in total but there is duplicates too but if you are given by merchants the duplicates is it even possible to get all cards if you are randomly given other ones i.e I have 3 scorch, 3 torrential rain, 3 decoys etc and given they are random I understand it may be better for me to have just loaded the previous save and replayed the match to try and get something unique. Still I have 2 cards left I think (although prima guide also is incomplete and innacurate about all this with missing things, missing explanations of where you get things etc but online guides revealed 2 cards i didn't have and with 2 merchants unplayed I figured it would have been easy to get.
