[Bug] No key for jailed merchant

I have killed every NPC including the one called 'leader' and searched the whole area. There is no key for the merchant's cell.

I have the same problem at Bandit Camp, now i cant buy gwent card from this merchant for Card Collection trophy/achivement because of this stupid glitch I'm on PS4.

Anyone know how to fix this ? Or we need to wait ?

Xboxone I got this issue at that camp site and the under ground passage cant push the brick in. I'm stuck
