Probably the second time I witnessed this bug, although the first time I wasn't sure due to the delayed rewards glitch when the 8.5 patch went live. Now I'm positive it's a bug: the quest in the title considers basically any card as an artifact and really offers one key as reward for no real sweat. Getting keys as reward shouldn't be that simple.
