[BUG]Quests not activating any more?

i think i experienced it yesterday for the first time and i don't know if it is connected in some way to NO XP bug, but it seems that i can't activate quests i stumble upon (maybe they are lower level? i can't be sure so it's just my suspicion). i'm around lvl 33 and usually when i stumbled upon a red body with a letter on it, it would start a treasure hunt quests or something. well, since yesterday i stumbled on a few of those, some in valen, some in skellige, even on some mangled body that would usually trigger witcher contract. but i couldn't even examine it. anybody else has the same problem?

I have same kind of an issue in Skellige. I don't know how quest is named (obviously) because when it so-called starts i hear sound (that typical sound when quest is started or updated) but no text about quest is shown, not on a screen, not in a journal. Quest is related to an ice giant and captive saving from a trolls. Like i said i have no idea how quest is named because i never saw any info about it. Restarting game doesn't help.
