REDprelauncher fails to start properly on Windows 11 Dev 27823.1000 and shows no interface.

The red area does not display the correct startup interface.

Try logging out of REDlauncher altogether, restart the PC, then uninstall and reinstall the launcher itself from a new download. If that doesn't work, you can report it to CDPR Support here:

I've already tried this method, but it didn't work. I'll go ahead and submit a bug report to CDPR Support. Thanks for the suggestion!
