[Bug] Side Quest: Hard Times

Hey guys i have to give the letter to the Weapon Smith in Kaer Trolde the Letter that i found.
Unfortunatley i dont have an option to talk with this guy.
I have to talked to every smit on that location to the two armor smiths and the weapon smith that spawns around 6 o clock.

Is that something that you guys aware of?

I made a screenshot of it i hope you guys can help me out.

Here's what fixed it for me, went out of they'r "room" meditated few hours, went back, and then i could talk to him.
