You maybe forgot to notice the "most important" detail :)
Do you currently use mods or used mods before ?

Also, did you tried to clean-install your drivers in case ?

I. Uninstall your graphics drivers using the AMD Cleanup Utility software.
II. Download and clean install the latest drivers from here: https://www.amd.com/en/support
Could be also to FSR 2.0

It would be nice and simple, but, unfortunately, this is a clean install of both drivers and game.
Tried different settings, FSR 2.1 on/off, beams, auto resolution, camera shake, v-sync...
So far the solution is unknown.
I think to test on another version of the game, but it needs to be worn out.

Just to be sure, when you say "clean-install of the game", it's not "only" by using the launcher, but like that (meaning also removing all the files/folders which are not removed by the launcher).
Just to ask, because if you have a corrupted config file for example, the launcher won't remove this file and the issue will persist anyway.

Oh sure. Moreover, each time I create a unique new operating system user for testing.


So I installed Cyberpunk 2077 v1.12
And you will not believe me, there is no such problem in v1.12
Here is a screenshot, the letters are clear, the interface does not flicker.
I can record video again, but I doubt it needed.
