[Bug] "Thou Shall Not Pass"

As I stared the game, I came upon a guy who wanted my to defend him, while he looted the corpses or something like that. I did the quest, was in level 5 or something and the enemies were in ~ level 9 so it wasn't easy. The the guy died. I still didn't fail the quest so the game went on and I got a quest hours later called "Thou Shall Not Pass". I tried to go to a "Sade merchant" and buy the pass, but no matter what I do I fail the mission and cant get the pas. Now I'm I suppose to restart a new game to do that? :c

Is that the quest to get into Redania? Where you need a pass to be allowed to enter? If so, don't start a new game, you'll get a pass from a character in the main story later on.
