Bug with quest Bloody Ritual

I found this quest quite early in the playthrough. I scanned all the evidence, interacted with the bathtub and nothing. A lot later i returned (after a few game updates) and it's still the same. No cyberpsycho.

I have the same issue, and at this point I'm too far in to reload a save from before the gig. It really needs a way to drop or restart missions.
