[BUG][X1][1.01] "An Eye For An Eye" Quest not playable

For the second part of the quest (2nd bullet point instruction) - where you must meet Vernon Roche at the Hangman's Tree:

Vernon doesn't spawn next to the tree. Instead, there is nothing of interest at the quest waypoint, save a campfire you can ignite/extinguish.

UPDATE:
After completing the first part of another quest I had in my quest list ("Deadly Plot" i think it was called) - Which involved a meeting with, amongst others, Vernon Roche - I returned to the Hangman's Tree to find VR ready and waiting for "An Eye For An Eye".

I didn't really keep track, but I'm pretty I also completed a few other quests between experiencing the original "missing VR bug" and actually meeting him at the prescribed location.

TL DR - Vernon Roche not being present at the Hangman's Tree in "Eye for an Eye" is most probably related to progress from (an)other quest(s).
