I think it's undeniable that some things are very wrong.

Some people in EU on PS4 never got patch 1.02 and there's still.no explanation or comment on that issue except that "North America isn't supposed to get 1.02". And yet peole from the same EU country on the same platform have different versions of a game.

It would be interesting to know if (on PS4) the people affected by the camera stutter are also the people unable to get PS4 patch 1.02... or if people from all over the world are getting it.
Could it be that somehow different versions were distributed or the wrong patches were applied (US patch for EU versions)?

I am grasping at straws here... :(

I don't think 1.3 was already meant to have a fix,it's widespread across many configurations and consoles included.
So i reckon the issue to be time consuming and not something you will fix in a few minutes especially when it's
animation related ( well i think it is there's no hint of any other third-party variable that had no issues other than a native code problem.)and i bet some people do not even realize this is not meant to be,some people do not have a trained eye.

Unlikely. Someone who got the game a day before the official release date had already noticed this bug:

I´m from Europe / Portugal PS4 and i have the patch 1.02 and i got stuttered since the beginning of the game...impossible to play like this cause you can´t look around, its annoying...i think people who don´t notice this is cause they dont use the right analog stick or maybe just do rush play and don´t even notice...i don´t know...

Patch 1.02 is limited to some languages, I believe. I have the French version of the game and my game build is 1.01.

I noticed that it happens only on decreasing camera speed movement - in other words: when analog stick is returning to the neutral position. it looks like movement stops for a fraction of a second before reducing camera movement speed instead of fluent decrease. It should be a very easy fix as it's obviously messed up controller input.

Btw I just updated to 1.03 on PC and this particular stuttering is still here.​

Well, at least mine is different in that aspect. It seems to be happening with all slower movement, starting to move, moving constantly, slowing down, speeding up.
A lot of the PS4 vids in the OP are direct captures from me, and none of the screen stutter is from youtube...

Ps4 1.02 installed, but the patch note says about DLC, its not a gix patch. Also yes the game still stutters on camera/moving.

That's actually correct. 1.02 was mostly for DLC issues. The incoming patch is 1.03 (out on PC, probably next week on consoles) but that will NOT include a fix for the camera stutter.
That will (hopefully) come soon thereafter.

Community manager Morcin also tweeted that they are looking into "frame rate and stuttering issues"...

That's good to hear, I just hope the stuttering issue they are working on is referring to the camera panning issue.

Well, Morcin didn't answer to my very specific questions, his tweet was in response to someone else, but I did receive a direct message from one of the devs on here responding to this particular issue.

Which makes it three different sources (Morcin, RED support and RED dev) saying they are working on it, two of which responded to my direct inquiries regarding this thread and the issues presented therein.

I am still hopful... :)

Well, it's the issue that keeps me from enjoying the game. I tried a few times, but it's like a splinter in your hand that only hurts when you move (the camera), so you almost forget about it, then it comes back with a vengeance.
It's actively driving me nuts.

So... in short... I won't let it go. I simply can't. :D

As a reminder, it seems that CD Projekt Red has not yet identified the cause of the issue - since so many people appear to be unaffected, maybe they couldn't even reproduce it.

PS. On a by-note, if they have figured it out, but for some reason chose to NOT let us know, maybe constantly seeing this thread up top will annoy them enough to share, so... Win-Win? :D

I had a very similar issue in Minecraft (Xbox One) that's never been fixed, that also affects a small subset of players which is why I asked if anyone else experiencing this issue in Witcher 3 has had a similar problem in Minecraft.

It doesn't fill me with much optimism, would love a RED employee to reassure us.

Currently my game is unplayable

Oh thank goodness i'm not the only one who also noticed the same stuttering in Minecraft, i seriously can't play games that stutter in such a manner, it bugs me too much. xD
