Can smartguns be used as "dumb" guns?

Topic. Can one still pull the trigger and use a smartgun as a regular firearm, or is the entire trigger assembly / firing mechanism rendered inert without a smartgun link?

I, personaly, used to opt for the former, using them as a regular gun as needs be if it was a kit that was 'added-on'. If the design was built in, then it was 100% reliant on the rig to fire.

Most smartguns are add ons, some are only smart guns.

Unless the gun was only built as a smartgun can it be used only as a smartgun, all the smartgun add ons can be used like a regular firearm unless the owner got the weapon security chipped.
