Shot in the dark here, but have you tried shutting down the game and restarting it or saving and reloading? I didn't have this issue on console with 1.05 but there were new ones and these things helped.
Same with me. Seems to happen after I exit from using Panam's turret. -meaning, no matter how far back of a save game I load, when I reach this mission, my game breaks afterwards (unable to look around).
