Well the title says it pretty much. I have a weapon that has 2 mod slots. It will only equip a mod in the first slot. No matter what i click press, it will change the first mod out when i try to add the second mod. Seems buggeh
I have the same issue on Xbox One X with Patch 1.3. Not sure if yours was fixed for PC.
It only appear on one weapon or for all ?
Anyway, you can report it to CDPR Support

Sorry, should have stated that it has been reported. I also found another post with a user that had the same issue and listed a specific weapon which happened to be the same weapon I was using. Here is the thread.It only appear on one weapon or for all ?

LEGENDARY WEAPON BUGGED
Defender is bugged for me i cant install anything in lower 3 mod slots! Only first mod slot works?????? This ruins the weapon!

I see the problem, it's an "old" problem, it's the M2067 Defender in legendary version. But it seem to me that the epic version also have this problem (if it have 2 mod slot at least).
So yeah, sadly, no workaround, I think
