Can't change "true" screen resolution?

I'm playing Cyberpunk 2077 on a CRT (an oddity, yes i know), and I'm having a problem with being unable to change the games actual or true screen resolution. It just changes the render resolution, while the output signal to the monitor is still 1600x1200@85hz, same as my desktop resolution. This results in an excessively "blurry" image when i try running at 1280x960 and it also means I can't get the higher framerates, as I would in native 1280x960@100hz.

I've tried both borderless and fullscreen mode, but nothing seems to work.
 
No idea, maybe the adapter for using CRT isn't supporting proper higher resolutions. Or the available drivers are an issue. Or perhaps it needs a faster cable.

But I'm not using a CRT myself so it's just random guesses.

To clarify, this isn't a CRT specific problem. The issue is that the game is being displayed on the monitor at desktop/native resolution, while changing resolution in game only changes the render resolution and stretches it to fit the desktop resolution.

I've run into this issue, even on a 1440p 140hz monitor.
 
I suspect that if it doesn't work on a regular 1440p 140hz it may be due to a second device that is connected and also affecting the settings.
Since the release of CP I have never ever had this issue, so I don't know what else it could be (except for drivers that is).
