Cant complete Family Heirloom

Hi I can't find dan to hand over the samurai bootleg recording.
I know he is supposed to be at the bar but when I get there he is not there the distance icon tells me he is 250 metres bellow ground. I have gone back to an earlier save data no luck and have closed and reopened the game but still can't finish the gig.
