Can't "discuss the plan with nomads" in "With a Little Help From My Friends"

This is ridiculous at this point. There are two game endings locked behind this quest, and it's received zero attention!

For me, in all of my playtroughts (rather numerous) :
I talk to everyone I can (some related to GIGs like Benedict) and then I wander around the camp. After a while the objective is completed by itself. Bug or not, I don't know

Still an issue as of hotfix 1.22.

Its 6 months after game was released and its not fixed.

I regret that I didnt ask for refund back in december.

Same thing with every patch, open the game, go to location, nothing happens, close game...

It's in Patch 1.3
With a Little help from My Friends

• Fixed an issue where Panam's briefing could appear stuck for some players, lingering on the objective "Wait for the Nomads".
• It's now easier to drive out of the Sunset Motel garage with Saul's reward.
• Progress will no longer get blocked if player destroys the car received from Saul for telling him about Panam's plans. Quest will now be failed after doing so and the car will not be received.
