Can't get over 60 - 65 FPS no matter what resolution or settings on PC

even after new windows 10 installation i still have the same problem

no matter what I do, lowest setting, 720p, windowed mode, fullscreen... 70 - 77fps

my specs
AMD Ryzen 5 5600x
MSI RTX 3080
ASUS TUF b550-plus
16GB RAM
Windows 10 Pro 64Bit
LG 3440x1440 Monitor with Gsync
steam version of the game

Asus AI Suite 3 was installed, after reading this thread i did a new windows installation but still have the same problem

what i did so far:

- new windows installation only with newest nvidia driver
(copyed my steam installation incl. cyberpunk back from my backup what i did bevor) <- maybe thats the issue here???
- repaired cyberpunk via steam
- deleted savegames located under C:\Users\"Username"\Saved Games\CD Projekt Red
- deleted gamesetting located under C:\Users\"Username"\AppData\Local\CD Projekt Red
- bios reset
- hex editor -> cyberpunk.exe for all amd threads

my friend has almost the same setup, (rtx 3070 and 2560x1440 screen) and plays with 80 - 90 fps with dlss on

Edit: There should be an asus ai uninstaller maybe in asus web site that cleans windows services the installer made. Those services might override some bios settings and what not. If the uninstaller doesn't help, disabling all asus services by hand might help. Maybe it leaves scheduled tasks also that need removing manually.

msconfig command let's you disable services after startup like all asus and antivirus services. Adding the folder where the game is installed to avast or whatever antivirus program is used or disabling the antivirus all together.

Thanks, I just installed Amoury Crate after reinstalling windows and can confirm that it still works fine. Sounds like the culprit is definitely AI suite.

Sounds like your issue is more likely to be related to the poor CPU utilisation issue on AMD cpus as you have a 6 core? Have you tried the HxD fix? https://www.reddit.com/r/cyberpunkgame/comments/kc664d This did improve my CPU utilisation but didn't make any difference to fps as I have 12 cores

Maybe ai suite changes max power limits in bios.

UPDATE:

So, I come bearing a pretty good update people. Hopefully, this can help a lot of you out here. It certainly helped me.

I have resolved the issue it seems, without reinstalling Windows, that is. And these were what I did (in order):
  1. Revo Uninstaller: I used Revo Uninstaller with advanced scanning to uninstall AI Suite III, cleanup leftover registries and files. Be sure to verify that you are only deleting registry entries and files related to AI Suite III. If you want to be safe, make a backup of your Windows install prior to doing any of these. In my case, however, I went a bit paranoid and overkill, so, I have also uninstalled with Revo Uninstaller everything else that came from ASUS. I had Armoury Crate installed as well, along with some AURA stuff. Basically, I purged my Windows out of anything that has any relation to ASUS. Then reboot.
  2. CCleaner: I used CCleaner to do custom clean and registry cleaner. In custom clean, I think you mostly wanted to clean for the "System", "Advanced", "Windows", and "Utilities" section. I again went a bit overkill since I see nothing to lose in wiping clean the other sections except. Be sure to read every tick boxes to understand what is going to be wiped if you select that option. For the registry cleaner, what I did was I ticked all boxes and run the scan and fix. Again, it is very important to read the entries to be sure that you are not altering anything system critical. But, you also have the option of backing up the registry changes with CCleaner anyway, and if you have backed up your system before, you should be more or less safe. Then reboot.
  3. Manual work: This involves going to task manager, stopping any tasks related to ASUS that is still running, and then going to services.msc to also do the same thing. Once this is done, I went to Program Files, Program Files (x86), and ProgramData to delete ASUS folder there. Again, be sure to only delete things related to ASUS, do not delete any mission-critical files. Then reboot.
  4. AI3Cleaner.exe: You can download the tool provided by ASUS via this drive link (https://drive.google.com/file/d/0Bz2VRRbLPrZnM0VyNkZ3SjhEdGM/view). It doesn't feel like it is doing anything, but I ran it once (as administrator) anyway for good measures. Then reboot.
  5. CCleaner (again): It should be noted that I did 1-4 prior to writing this asking for help post, as after doing 1-4, my issue still remains. I now repeated 2, but I ran CCleaner custom and registry cleaner multiple times until I saw nothing left. Nothing left to clean and no registry issue to fix. This may very well be a completely unnecessary step. Then reboot.
  6. Windows 10 in-place upgrade: Now, this is the one that changes everything for me. I used Media Creation Tool from Microsoft to download a Windows 10 .iso file and performed an in-place upgrade. This refreshes your Windows 10 installation but keeping all files and applications untouched.
Right after 6, I boot back into Windows, ran Cyberpunk 2077, and lo' and behold, the issue has completely disappeared. I am getting around 110 fps at 1440p ultra preset, my GPU is 100% utilized, CPU utilization is also higher, at around 40%! Performance now scales properly with different resolutions and presets.

Here, I reported everything I did to fix it, but keep in mind that not everything may be relevant. You can decide for yourself which step makes sense to you, which doesn't, which step to follow, and which to ignore. Other people have also reported that Armoury Crate is fine and only AI Suite III needs to be removed. I can't comment on this specifically, but it doesn't hurt to try and just remove AI Suite III instead of going ham like me and remove everything ASUS.

TLDR; If you are lazy and you only want to try out a possible fix quickly, I suggest removing AI Suite III with Revo Uninstaller advanced scan, run AICleaner.exe, and perform Windows 10 in-place upgrade. In my opinion, these are the steps that are actually meaningful.

This sounds very promising, as I already did all the steps you mention before 6, I am now gonna try step 6 and report back. (edit: but after a full backup of my system :-D )

Confirmed, Windows 10 in-place upgrade fixed it for me!

It keeps all my peripheral drivers and gpu etc, but fixes whatever AI Suite 3 does to Windows. Great job @jeffb0918 !

ps: now a solid 155 - 160fps on full hd with the low settings, and 90-100 at 1440p with the Ray Tracing Ultra settings.

Can confirm also, didn't have ASUS or any AI Suite but Windows 10 in-place upgrade works and lets me go pass 60-65 fps

Specs for comparison
CPU: Ryzen 7 3800x
GPU: RTX 3080

Resolution: 3440x1440(between 1440p and 4k in terms of pixels)
FPS with Ray-Tracing: 65-80
FPS without RT: >=100

FYI, Also I did both AMD fix and Memory fix beforehand, not related to the 60-65 fps cap but highly recommend, boost ALOT of fps

Ok fixed my problem, i did install my windows again, but this time, i did a new installation of steam and cyberpunk, now im on 144fps with dlss on performance mode.

seems the Asus AI Suite III affected my steam or cyberpunk installation?

Dlss settings are Ultra 1440p then upscale. Dlss balanced 1080p then upscale. and so on. thats why ultra performance looks like crap. i genealy play with it on balanced. best compromise. i run it at psycho and 4k 40-50 fps.. dont really need higher framerates in this game it seems. still feels good. have a g-sync monitor tho so i guess thats helps..

could be asus software leaves alot to desire atm... resource hogs and leaves alot of shit even if you uninstall it -.-

Some other users on Reddit also confirmed to me that after trying just the uninstall bit and the in-place upgrade bit, it fixed it for them. So, it may very well be a very simple fix without needing any clean installation.

Basically, Uninstall AI Suite III (with Revo Uninstaller for example), then download the latest Windows 10 .iso and perform an in-place upgrade, keeping all your files, settings, applications!

I'm basically in the same boat as you but, maybe the 3090 / ryzen combo just can't be optimal with it. I'm in a similar boat as you somewhat, I'm on a 3970x TR with MSI 3090, but uhhh... yeah I'm averaging about 65-70ish. That is until the game decides to go complete dirt on me and then stays at a constant 49 fps and below for some reason until I restart the game.

I updated the memory configuration file and it vastly improved my experience. My fluctuations are far less and my frame rates are consistently higher. I don't use RTX but most of the other settings are on high or ultra. I am packing an AMD 3700x and an RTX2080, 32 GB of RAM and running the game off an NVME drive. I have DLSS set to quality as well. I seem to be consistently getting over 70 FPS now at 1440p. If they ever update the game to not need a hex editor to use the multiple cores on AMD I expect it will run even better.

I performed the windows inplace update and it works!

I was stuck at 30 fps and now everything is working fine with my RTX 3070 and ryzen 5600x.

Yep, just wanted to post here to say this has just worked for me too - R5 3600 with RTX 3070. So pleased!

Edit: worth noting I don't have any Asus hardware and thus none of their software, so my problem was caused by something else but presumably similar/same issue.

Big respect for finding this.

Asus Crosshair VIII hero hero with gpu usage between 80-99%, lows of 70%.

Clean install of Windows with exactly the same apps, settings and tweaks but no Asus software and I'm at 99% locked gpu usage!

Imaged my drive and installed AI suite, can confirm that the problem came back.

Reverted before AI suite installed and back to 99% gpu usage, something definitely going on with Asus software.

I have a second computer with the same Asus x570-E Gaming motherboard with a geforce 2070 super in it. GPU usage capped around 25% in low settings full hd, cpu usage at 40%.

As a test I'll try to do the bare minimum. So uninstall AI Suite through Windows, and perform the Windows 10 in-place upgrade.

Update: Nope, without doing any other cleaning it's still using little of what the cpu and gpu can offer, and services are still running in the background ;-)

Inplace upgrade did squat for me xD How can I have 85 frames iin one place and 45 across the street :/

I'm also chiming in to report that a simple Asus AI Suite 3 uninstall (without special uninstall tools or reboots), followed by a Windows reinstall off a freshly created Win 10 USB using Media Creation Tool. Did the trick.

It would have been useful to know if maybe just the Windows reinstall would fix the issue, keeping AI Suite in place.
I think I'm too lazy to test that...

Anyway, I was about to return the 3080 and keep the 3060 TI because of this :p

@RavenOvNavir - I wasn't seeing anything higher than 60fps on a 3080 and Ryzen 5800X, no matter how low the settings went. Just seemed capped to 60fps.
Anyway, now I get 60ish fps with everything maxed out on 1440p. 60-62fps in the crowd outside the apartment if I let go of the shadows raytracing. And this is with DLSS quality.
This seems heavily under-optimised for what is supposed to be almost a top of the line PC in 2020.

Software developers better get their %$&* in order... :) I'm one of them, but the gaming software industry is kind of batshit crazy with the lack of optimisations and just the "buy a better PC" advice, probably stemming from their beneficial "collaboration" with the GPU manufacturers.

@schniper The problem is I get way more than 60 FPS with everything maxed out in 1440p. Only a few areas show underutilization of the GPU and an FPS drop. That means these areas have an issue. If it was a case of 60 is the max you can get, I wouldn't have 100+ in badlands and 85 in many areas of Nigh City where more RTX based elements are rendered.
