Can't hit enemies with Smart Weapons

i am aware how the smart target weapons function. they can't function without the smart target mods. of course i have the mod activated. i just don't understand why skippy is able to hit the Tyger Claw gans with no issue while other type of smart weapons can't. doesn't make sense to rule this as an bug because Skippy shouldn't be able to home his bullets on them Tyger Claw gans.

i am aware that Skippy is a very special smart target gun. I have him kidnapped from returning to Regina. Of course you can't get the Skippy if you don't do the mission, lol.
