Can't proceed unknown notification on game start

I have played CP2077 this January last time. Now I launched the game and see this. Looks like there should be some EULA update or modding item notification, but I can't press any button, Enter, Esc - no reaction, I can't reach a game menu. I tried to use VPN (maybe text for this window can't be downloaded from servers), it doesn't help. What could I do?

Looks like this is my problem, but I don't understand how to change language outside the game. I have installed GOG Galaxy and doesn't see options for that.

On GOG (these 2 methods should work)
> Select the game in "Owned games", click the customization button in the top bar →Manage installationConfigureLanguage. Select your language and press OK.

I don't understand what is "customisation button in the top bar". A game was bought in Epic, I also don't see this option in Epic Launcher.

If the game was bought on Epic, use the Epic launcher and :
  1. From the Epic Game Store Client, at the bottom left, select “Settings”
  2. Scroll down to the “Manage Games” option near the bottom of your settings and expand the entry title “Cyberpunk 2077”
  3. Check the box under “Additional Command Line Arguments” and then apply > "-culture=en"
I think it should work, I never used Epic Launcher.
 
Thanks, after several tries it worked. It doesn't work for a first attempt, what I did: 1) command line about culture should be in "quotes", 2) I set English as an Epic Launcher language.
