I've had a similar issue to some of those noted here. Not all issues noted here are the same either, though, as some peoples symptoms differ from each other. My symptoms were being unable to pull out a weapon, unable to use a grenade or quick item, and not being able to use some other abilities. The issue is that the costume item in my inventory (netrunner suit) was re-applied and the effect it has (can't remove armor) leaked over to weapons, weapon use, and ability use, so all I had to do to fix it was remove the costume item (netrunner suit) then put it back on again. Sometimes switching between some scenes or locations or quests helps, but its hit or miss.
Again, I fixed by removing the netrunner costume and putting it back on again. This seems like a bug that they'll have to work out eventually, though its spotty and may be hard to nail down what starts/causes it. The latest time it happened was loading saves under the new 1.2 patch from the previous patch, I believe.
